What H and L of salary levels mean on payslips
Do you have any idea what H and L mean about our salary levels on our payslips ? Do the H and L mean professional and non-professional respectively? Not necessarily
You must read this before you try to pay money to upgrade yourself on the payroll based on a wrong perspective that will will lead to issues about unearned salaries in the future.
Some workers are paying back through retro-net system on the payroll. They have suffered three consequences. That is
a. They have lost the money they paid to upgrade
b. They are paying back the unearned money they received
c. The date or month that their point supposed to jump too will delay

The Single Spine Salary Structure, SSSS.
The government of Ghana introduced a Single Spine Salary Structure, SSSS, to leverage public sector salaries of workers.
The Single Spine Salary Structure has three main classification indicators. They are:
1. Salary levels. E.g level 16 and level 18.
The salary levels are used to differentiate the salaries of different ranks or job portfolios. The next levels are obtained through promotions only. For example, level 16 is for Principal Superintendent (PS) and level 18 is for Assistant Director II (ADII). These two ranks are expected to be assigned different job portfolios.
2. Salary points at the same salary level. Eg. Level 16.4 and level 16.2.
The employer places the workers who perform the same job description on the same salary level. For example, the employer places newly employed teachers with degree qualifications at the same level 16.
However, some of those newly employed teachers with degrees entered the field before the others. Therefore, the points on a particular salary level are used to differentiate who entered a particular level first.
A worker at the salary level of 16.4 means the worker was on the level for four (4) years. Also, a worker at the salary level 16.2 means the worker was on the same level for two (2) years.
The salary difference between two points (say level 16.2 and level 16.3) is 1.7%.
3. Professional and non-professional
The Single Spine Salary Structure, SSSS, also has differentiated categories of professional and non-professional.
Most professions in the country have a criterion to qualify as a professional. However, for several reasons, some workers perform the functions of people who have the set criteria to qualify as a professional in the sector.
Workers who perform the functions without a set criterion as professionals are classified as non-professionals.
Consequently, the SSSS structured the salary scale to give a salary gap between the professionals and the non-professionals.
The alphabets H and L are therefore used to differentiate between the professionals and non-professionals at a certain level on the SSSS.
Complexities of the H and L on salary payslips
However, the H and L do not provide a clear-cut difference between professionals and non-professionals.
The case of teachers. The same applies to other professions.
The use of H and L provides a clear-cut difference between professionals and non-professionals up to the Principal Superintendent.
From Assistant Director II (ADII) ranks and above,
a. H is used for professionals without responsibility. And L is used for non-professionals
But professionals with responsibility are sent to the next salary level, but placed on L.
b. Eg. For ADII, 18L is ADII non-professionals. 18H is for ADII professionals without responsibility.
ADII professionals with responsibility are placed on 19L, which is the same scale for ADI non-professionals.
Note that non-professionals are not entitled to an extra responsibility allowance
b. For ADI, 19L is for ADI non-professionals. 19 H is for ADI professionals without responsibility.
20L is for ADI professionals with responsibility, which is the same salary level for a non-professional Deputy Director.
So, you will notice the professionals with responsibility will be on L at the next level, which is the same salary level for non-professionals of the next rank.
The H and L on salary payslips represent high and low respectively.
