From Being Employer To Employee. Analysing the expected impact of the new Director-General

Highlights

1. Until his appointment, the new Director-General of Ghana Education Service was a Director at the Ministry of Education in charge of tertiary education.

2. Becoming the Director-General means he has moved from being on the employer’s side (MoE) to the employees’side (Ghana Education Service) as their leader.

3. What then would be the implications of having the new Director-General on the employees’ side with respect to four (4) key deliveries.

a. salary/financial negotiations between the employer and the employees.

b. Negotiations for other allowances

c. The delivery of teachers in the classroom and offices

d. Politics of things

Verdict

a. Coming from the office of the employer, one goal will be to save cost, including salary. The expected impact on salary negotiations is therefore negative.

b. Also, an employer, who has been trying all these years to deny the employees their allowances, including those already captured in the Collective Agreement, having appointed someone from its office will rest assured such allowances will be delayed further. The outlook is therefore negative for other allowances for teachers.

c. High productivity is a primary agenda for every employer and so having an employer serve as an employee will be good for purpose. He will make sure productivity increases from where it is already. The outlook is thus positive for service delivery.

d. Politics is an embodiment of every state. Having a Director-General who has been described as special assistant to the political head of the Ministry of Education, the minister, is surely a hardline politician. The level of partisan politics will be heightened within the Ghana Education Service. The outlook for the politics of things is also negative.
