History:

a. In the year 2015, when the salary increment for public sector workers was increased by 13%, the net effect for that year was rather 3% because the 10% Cost of Living Allowance (COLA) that was given to the public sector workers in the previous year 2014 was halted in the year 2015.

b. In the year 2014, a 10% Cost of Living Allowance (COLA) was given to public sector workers.

2023 Salary Increment

a. From inferences, the minimum salary increment that will be announced by the tripartite committee with respect to the year 2023 salary increment will be 15% so that the net effect will be zero when the year 2022 COLA is halted, all things being equal.

b. Any salary increment below 15% percent will mean salaries will be worse off when COLA is taken off compared to when COLA is being paid.

c. Public sector workers will only enjoy any increment in salary in 2023 after COLA is taken off, only when the salary increment to be announced is more than 15%.

d. To determine the net effect of a salary increment for the year 2023, workers must subtract 15% from any percentage salary increment to be announced.

e. When the salary increment is 15%, the net effect will be zero (0%), when increased by 20%, the effect will be 5% and when increased by 25%, the effect will be 10%.
