Ghana’s neglect of Special Education- Excerpts from the 2022 Auditor General’s Performance Audit of Special Education.

1. About 3% of Ghanaians are disabled, comprising 100,000 children aged 4-16. Some 16,000 are out of school.

2 The Special Education Division of GES is responsible for delivering education for the disabled or children with special needs.

3. From 2015 to 2020, Parliament approved GH$59.2 million for special education. Out of the approved amount, only GH$38 million (64.54%) was released.

4. Most recent, in 2020, out of GHC 12.8 million approved budget, only GHC 4 million (32%) was released.

Eduwatch:

The 32% budget execution in 2020 is unacceptable. Unfortunately, this sums up Ghana’s approach to inclusive and special education. Even the paltry allocated funds don’t get released as approved, the reason behind the state of our special schools.

Question is, where did the unreleased funds go within the education sector? This is because, between 2015 and 2020, the sector always spent more than was allocated.

For instance, where is the GH 8 million unreleased budgetary allocation for 2020? The Ministry of Education must explain.

The Ministry of Education GH should prioritize special and inclusive education by releasing approved funds for optimized budget execution.

GoG must invest to upgrade facilities and enhance access, quality, if we are to achieve the SDGs on inclusion.
