Retired Directors Still At Post Consciously Sitting On Promotion Of 133 Subordinates

1. Anthony Boateng alone, being the Deputy Director-General, literally has about seven (7) levels of personnel that his continuous stay in office, as retired staff, prevents from progressing in their career. That is Decisional heads at Ghana Education Service Headquarter, Regional Directors, District/Municipal Directors, Unit heads at the district/municipal offices, schedule officers, circuit supervisors and headteachers.

In addition to his own position as Deputy Director-General, Lawyer Anthony Boateng’s exit alone would create space for eight (8) different people to progress in their career.

2. Considering the fact that “many other directors at the G.E.S headquarters” are retired but are still at post, it is assumed that two of such retired directors could create vacancies for fourteen (14) different staff to progress in their career, when such retired officers go home after retirement, since there are six levels of personels under them. Including themselves, that is seven vacancies that could have been created for staff to progress.

3. It has been claimed by Kwame Alorvi that eleven Regional Directors who are retired are still at post.

Since an exit of one of such retired regional officers could have created a career space for six (6) subordinates to progress, the eleven retired staff still at post are preventing sixty six (66) subordinates from progressing.

4. Kwame Alorvi also claims that nine (9) District/ Municipal/ Metropolitan directors are retired but are still at post.

Also, since one District/Municipal Director’s continuous stay at a post after retirement hinders about five subordinates from career progression, the nine (9) retired district/municipal directors at post means forty-five (45) Ghana Education Service staff can not progress in their career.

Background

1. Many GES Headquarters Directors, including the Deputy Director General (MS), Mr. Anthony Boateng, have retired, but they remain at post.

2. Of the 16 regional directors, as many as 11 have retired but are still on post.

In conclusion, about one hundred and thirty three Ghana Education Service staff can not progress in their career because of the continuous stay in office of retired staff after their retirement.
