Details of 30% Salary Increment Terms Of Agreement Explained | 1.7%? COLA Factor

The government of Ghana and the Trade Union Congress have finally agreed on a percentage salary increase for the year 2023 for all public sector workers. Details of the 30% salary increment terms of agreement are presented here.

The government of Ghana’s team was represented by the Fair Wages and Salaries Commission (FWSC), the Ministry of Employment and Labor Relations (MERL) and the Ministry of Finance (MoF).

Organized Labour, comprising workers’ Unions Associations and Institutions within the Public Services of Ghana.

According to the Joint Standing Negotiating Team, below are the terms of agreement regarding the 30% salary increment given to public sector workers.

Terms of Agreement

1. The base pay on the Single Spine Salary Structure (SSSS) has been increased by 30% across board for the year 2023 at the existing pay point relativity of 1.7 percent.

2. That the effective date for the implementation of the 2023 Base pay shall be 1st January 2023

Explanation of Terms

The implications for the first term of the agreement is that the 30% salary increment does not include a Cost of Living Allowance (COLA) payment as stated in the across board statement.

Also, the 1.7% relativity mentioned is only the one (1) step difference in salary between two workers on the rank. The statement only emphasizes the existing nature that SSSS is not altered in any way by the announcement of the 30% salary increment.

Finally, the second term of the agreement means the effective date of the salary increment is 1st January. It is yet to be seen whether January’s salary payment will reflect the new salary increment.
